These have been out for awhile, and they use them on some Formula cars...but honestly, this is the first time I've actually seen actual video of how they work.

What are these things? A "screen" type material on the wheel you can project a picture onto or something?

Some Singapore taxis have ads on their wheels. Weighted freewheeling hubcaps that remain still while the rest of the wheel rotates. Kind of like a reverse spinner, if you will. I thought about getting some and putting a huge smiley face on them, but failed to follow through. Probably a good thing, none of my cars are running steel wheels suitable for hubcaps.

It's a wheel with LEDs alligned in straight lines. They spin and fire at different times, so it's like a solid picture almost. Almost.
