Sec. 15-4.2 Obedience to police officers.
It shall be a petty misdemeanor for any person to wilfully fail or refuse to comply with any lawful order or direction of any police officer, officers of the fire department when authorized to direct traffic as provided herein, or any other persons authorized to direct, control, or regulate traffic. (Sec. 15-4.3, R.O. 1978 (1983 Ed.); Am. Ord. 95-15)

Sec. 1-3.2 Refusal to provide identification.
In any case where the revised ordinances provide for the issuance of a summons or citation, a person so summoned or cited shall not wilfully refuse to provide such person's name, address and any proof thereof upon the lawful order or direction of any police officer, or other officer lawfully empowered to issue said summons or citation, in the course and scope of the officer's duties pursuant to said ordinances.

yes, but since it is not required that we carry a form of identification upon us at all times while WALKING, then how would the officer be able to prove who you are?
also, I have seen officers just as guilty of the same thing. When asked for a name- they have responded- it's on the ticket; most of the time illegible, and sometimes , when asked for a badge number, they do the same thing.
also, officers are required to show identification when asked (their dept. i.d., not their badge), although no one ever does.
I say this, because I needed to file a complaint on an officer a long time ago, and he refused to give me his name, or his badge number. needless to say, when I called the captain of his dept, I was told that without this info, my complaint would not go anywhere.... that wonderful Blue wall....

maybe if you go through a different channel like through IA and have the officer's license plate number and time of ticket received, that could be a way of finding out who the officer was through a cross-check of who used that car at that particular time...

If you were issued a citation, the citation number can be tracked back to a specific officer.
I do not know of a policy or requirement that allows anyone to demand to see our ID card. I could see the reasoning if I was working "Plain-clothes", but if I'm in uniform and you want to see my ID, I'm refusing.
If you need to file a complaint, call 911 back and stay where you are. Ask for a supervisor and inform them that you want to make a personnel complaint and the officer refused to give you a name. Waiting makes it harder to track down the officer. If you report it immediately you will get better resuts.

so let me get this straight.
I have to show you my id, yet you don't have to show me yours?
You say that having a badge on is identification enough?, badges can be forged, Retired badges can be used, it's easy to buy blinking blue led's and sirens, and nowadays, hpd uses so many different types of personal cars, it's hard to tell which is legit , and which is not.
does that mean, that if i' am wearing a shirt that says "Sphen of Haul-Good Towing, that is ID enough for me?
