Default Its not taxes discouraging hiring...its complicated labor laws

There is something worse than taxes when it comes to discouraging hiring...its complicated labor laws. Employers and business owners can share nightmare stories when they have a bad employee who they cannot get rid of because the law wont let them. No matter how lazy or incompetent the employee.

It makes a bad hiring mistake one of the biggest nightmares of any manager.

I would think those laws only only apply to those with a governing contract of some sort like with union CBA's... If you are an at will employee, I believe the employer has the right to terminate for any reason without cause as stated in their handbooks...
